Special Education Graduation Requirements
Special Education students must meet all state and local high
school graduation requirements in order to receive a state
endorsed high school diploma unless exempted in their
Individualized Education Program (IEP). A description of a
rationale for exemptions from the regular educational program
options must be included in their IEP. All classified students
shall participate in the High School Proficiency Assessment
(HSPA 11) as a graduation requirement. The IEP Team may exempt
a student from passing the HSPA given the appropriate rationale and
alternate proficiencies. A student with a disability may participate
in the Special Review Assessment (SRA) for the HSPA after one
administration of the HSPA when the student fails one or more of
the sections of the test and when the IEP Team determines that
the student requires an alternate format to demonstrate the
knowledge and skills measured by the HSPA. N.J.A.C. 6A:14-4.1.
